Aomori Route 28 question

I will be travelling to Aomori Prefecture in October and I would like to know if it is possible to drive from Fukaura on the Sea of Japan coast along Route 28, over Tengu Pass to Nishimeya? Is the road paved?

The road is closed indefinietly between Fukaura and Tsugaru-toge:
