Hirosaki Castle Park during winter

I have read that Hirosaki Castle is closed during winter, but are we allowed to walk into the park through the Sannomaru Otemon Gate (south gate) and the Sannomaru East Gate?
I have seen people taking pictures of the castle during winter.
Are both gates open to the public during winter?
