Tono-Towa cycling road

Last year I was in Tono, Iwate and saw an interesting character "Tono-Towa cycling road". Where can I read about this route in more detail? Can someone have a map of this route?

After Kashiwagidaira(near rail station) to the end about 10km
has been left unfinished as cycling road.
BC already plan canceled by construction costs problem.
But able to reach until the end by regular car road as detour.
