Hi, I plan to take public transportation from Narita to the hotel near Higashi Nihombashi station during our trip soon. We are told to take the Keisei line which will stop at Higashi station directly. As we will likely take the train at around 6.30-7.30PM - will the Keisei Narita Skyaccess train be packed/crowded during this hour - when people gets home from work? Is this the skyliner train?

it shouldn't be too packed as you're heading into Tokyo and not out of Tokyo.

Also, to Higashi-Nihombashi is not a direct train from Narita. You need to take Access train and change at Aoto

Higashi-nihombashi (A-15) is a station on the Toei Subway Asakusa Line.
Trains bound for Nishi-magome and bound for Haneda Airport go onto the Keisei Oshiage Line (Aoto -- Oshiage) then continue onto the Toei Subway Asakusa Line; they all make a stop at Higashi-nihombashi.
On the subway line, your train may be crowded, but would not get packed as during a morning rush.
----
Look for a train bound for Nishi-magome or Haneda Airport.
Your train may be a Limited Express train or a Rapid train, in which case you get through both the outer gate and the inner gate, at the Keisei airport station (NRT Terminal 1 or 2).
----
Depending on timing, you may have to take a train bound for (Keisei) Ueno. Your first train may be a Limited Express or an Access Express for Ueno.
I suggest you, when the train gets near Keisei Takasago, watch carefully outside the doors which are to open; there may be a Keisei - Toei Subway through train just across the same platform, which departs (almost) at the same time.
You can change trains at Aoto (the next stop), but Keisei Takasago Station has the two tracks closer to each other.
Is this the skyliner train?
No; Keisei Skyliner trains don't go onto the Oshiage Line.
Some Skyliner trains make a stop at Aoto. You might hope to reach Tokyo speedily. Skyliner seats require reservation.
[Weekdays]
Narita Airport Terminal 1 / Terminal 2 {18:15} / {18:18} | Skyliner 160 {18:53} Aoto {19:01} | Access Express {19:15} Higashi-nihombashi.
Narita Airport Terminal 1 / Terminal 2 {19:20} / {19:23} | Skyliner 166 {19:55} Aoto {20:01} | Local {20:19} Higashi-nihombashi.

There are trains that connect Narita and Haneda airports. That train stops at Higashi-Nihonbashi. It does not run frequently (on average about every 40 minutes), so play with a navigation app (e.g., Google Map) and vary the departure times to see if you can board such train by waiting extra time. Not having to transfer is the preferred mode of transport if you are carrying luggage. The train may get a little crowded as it enters Tokyo, but since you are boarding at Narita you should be comfortably seated by then.
