Dependant Visa

My wife is holding a permanent resident status in Japan. I would want to know if I can apply for a dependent visa/ PR based on my wife's PR. However, she is not in Japan for last 2 years , but has multiple re entry permit till 2026.

You would have to apply for a spouse visa.
Applying for permanent residence is not possible until you have lived in Japan for at least one year (longer if you got married within less than 3 years).
