Hello, Ifm looking to book a traditional ryokan with a private open-air onsen, but if a private one isnft available, Ifm fine with a public open-air onsen, as long as I can use it during times when there's no one, such as in the morning or evening because I'm a Muslim. And Ifd also like to know if the ryokan offers halal or vegetarian food options, or if there are nearby konbini (convenience stores) where I can purchase suitable food. Ifm considering locations like Ginzan, Yamanouchi, Takayama, and Nyuto, and Ifll be visiting in February. Could you advise on the best place to go to for a traditional ryokan with an onsen and from where to book?

A public onsen by definition is public. Yes, you might be lucky that no one else comes in, but there is no guarantee. If you want to test your luck, try for a small onsen ryokan. I definitely often have been alone in ryokan onsen, but as said there is no guarantee.
Most (nearly all) will be gender separated. In case that helps.

private open-air onsen or public open-air onsen, as long as I can use it during times when there's no one halal or vegetarian food options I am Japanese. These conditions seemed too strict for me. So I searched, and to my surprise, onsen ryokans that meet these requirements seem to exist. The search condition is a ryokan with a private open-air bath that serves halal food. https://www.halalgourmet.jp/ja/restaurant/1263Ryokan in Hitoyoshi City, Kumamoto Prefecture. I have stayed here myself. https://ichirino.jp/blog/muslim/Ryokan in Kanazawa. There are several others. However, Ginzan, Yamanouchi, Takayama, and Nyuto I have not found any in these places, nor do I feel like I will.
