Jokenzei? Maybe Jozankei in Sapporo, Hokkaido? https://www.japan-guide.com/e/e6745.htmlJozankei Tourist Association does not seem to be setting a standard regrading tattoos of foreign guests. It sounds better to ask directly the staff of facilities which you hope to use. (Some may have changed the policy in recent years.)
