COE for what visa ? For what purpose?

Your Japanese wife have no intention to visit or live/reside in Japan .. and what is your plan/purpose for this COE/visa application ? Is your children Japanese citizen?

Does your country need to apply visa to visit Japan ? or visa waiver country ?
If visa not require/visa waiver, then I see no point of applying for COE/visa if you don't plan to live/reside in Japan.

Your question is not clear.
There is nothing stopping you from applying.
And there appears no reason for Immigration to approve your application because you are simply visiting, not intending to live in Japan based on what you said.

Your question is not clear, but I'll make a guess you are asking about a COE (certificate of eligibility) for a Spouse of Japanese National Visa

https://www.edinburgh.uk.emb-japan.go.jp/itpr_ja/00_000202.html

"Spouse of Japanese National Visa is for a legal spouse of a Japanese national to accompany that Japanese national to reside in Japan.
Child of Japanese National Visa is for a child of a Japanese national, who does not themself hold Japanese nationality, to reside in Japan."

This visa is for residing in Japan, not visiting Japan.

Answer: no.

Your question is not clear ...

anyone can apply for COE for visa , BUT the things is different types of visa, which requires different set of requirements/documentation etc., so prepare for rejection to apply.

so without knowing what visa COE you are applying for, and whether you are eligible for the said visa
who knows..

spouse visa/COE .. if you wife don't intend to reside in Japan, then it will not work out. Most probably immigration will reject you .

work visa/COE .. you'll need a sponsor/employer/job

There is multiple entries for short term stay/visit and this one don't require COE,
https://www.mofa.go.jp/j_info/visit/visa/short/multipleentry.html
But then again since you require visit/temporary visa to enter Japan, don't think this will work either
