Unkai Terrace - Before 5am

Hi I noticed that the Unkai Terrace is open from 0430hrs onwards, but the first gondola serving it is at 0500hrs only, is there any other ways to get up to the viewing deck besides the gondola?
Can we drive/ walk up? If so, how long?
