Understand the low cost bus is 1300 yen. With fare doubling for Early morning and late night buses. But does anyone know what are the timing where it is considered early morning/late night? https://tyo-nrt.com/timetable

- Airport Bus TYO-NRT : Timetable https://tyo-nrt.com/wp/wp-content/themes/tyo-nrt/files/timetable_en.pd...A note between the two timetables (one for each direction) says the "midnight fare" applies during 23:00 - 4:59. Presumably this is the time zone for the departure from the starting bus stop. Currently there is one bus to which the doubled fare applies, which is scheduled to depart at 23:20 / 23:25 / 23:30 from NRT Terminal 3 / 2 / 1 then to arrive at 0:38 to Tokyo Sation (Nihombashi Gate).

The train you can do for as little as 1,170 yen Tokyo to Narita Airport. Cheaper than the cheap bus. Direct services involving a short walk for 1,420 yen arriving as early as 6:35 a.m. Depends if you like buses or trains.

Regarding NRT Terminal 3: No trains bring you there directly, while many buses do.
Narita Station (JR) and Keisei Narita Staton are outside the airport. Your train for NRT may make a stop, but you don't disembark there, as long as your purpose is just to take a flight.
