HEP and ETC in Hokkaido

I will be travelling to Hokkaido and below is my rough itinerary.
Day 1: New Chitose Airport to Noboribetsu
Day 2: Noboribetsu to Hakodate
Day 3: Hakodate back to Sapporo (car returning time about 1-2pm)
Kindly advise if it will be more worth it for me to pay for a 3 day HEP pass for unlimited expressway tolls or to get an ETC card instead? Also, will it be worth it for me to pay for no fuel return in the case that I am going to travel so far? Thank you!

I have driven in Hokkaido many times, and never use toll road, the National roads are fine. In your case, the time saving is probably only one hour, and instead of inland expressways, the coastline, IMHO, is more scenic .
