Kansai Thru Pass: Eizan Line Question

Hi all, Planning to use the Kansai Thru Pass to get to Kibune/Kurama using the Eizan railway. However, when looking at the Kansai Thru Pass coverage brochure, this line is stated: "Available in this line by presenting the PASS, except in Demachi-Yanagi station." What does this mean exactly? Do we have to pay the fare from the station? Just find it a bit odd that the pass won't be able to cover the fare from that one station along the entire line. You can refer to the map here: https://www.surutto.com/images/ticket/kansai_thru_pass/english/en_map....Thank you very much for all the help!
