You could try the basement of department stores in the area - I mean places like Isetan.
But your best bet might be to seek some assistance from the hotel concierge and order from an online store (find a reputable liquor store, not secondhand or auctions), have it delivered to the hotel. Those are rare even in Japan, and are expensive (the prices i see online are in the range of 75,000 - 80,000 yen).

You could do worse than trying a Mega Don Quijote store. My local shop has a supply of aged Suntory whiskeys like Yamazaki and Hibiki. Not sure about Hakushu 18, but pretty sure they had the 12yo.
