I plan to go to Izumo Taisha February next year. Does the Bus from Izumoshi Station to Izumo Taisha still operate every 30 minutes during winter? Do you have a bus schedule?

In addition to the bus, there is also a train on the private Ichibata railway going from the station next door to the JR Izumo-shi station, though it doesn't run as often. The bus is 510 yen, the railway train is 480, and either one will take 20-30 minutes.
If you're staying in Matsue, it's more direct to take the Ichibata Railway from Matsue Shinjiko Onsen station to Izumo Taisha-mae (790 yen one way, with round-trips discounts available). It usually takes about an hour and one runs every hour. The station is just down the hill from the entrance to the shrine. The city bus will also go close to the entrance, but you have to wait outside.
Keep in mind that some parts of the shrine are off-limits after sundown, such as the walk around the honden to see it from other angles. Japan's largest silk flag is also flown there in good weather, but it is taken down at sundown.
